A. yeah, posting a massive article in the body where elaboration on the question is supposed to be... not the best idea. it takes energy to turn coal into oil. you'd need local power stations (nuclear would be the most efficient and cleanest) to process it without transporting it (transportation would be inefficient and you'd have to have extra power generation without driving up power costs in the area that processing occured). unfortunately, power plants don't build as fast as they do in simcity. any plants operating now would have had to have something magical known as "forward thinking". I don't think we have any of that here in the States.

A. Oil form Coal or Coal gassification was very expensive compared to other fuels. (Not so much now). Coal is plentiful in the US, but the environmental costs of extracting it and using it are very high. Not only does it destroy the landscape and ground water, burning it pumps more carbon into the atmosphere. So at present, it is still to costly to turn to more than we all ready do.

My company expenses all go on a debit card -- every item then shows on a bank statement every month -- makes accounts really simple - no scribbled notes, no cash etc. Why not do the same for MP's ? Give them debit cards with a reasonable limit - and then overall figures could be published in real time and itemised statements could be published (say) two months later (to give a bit of 'privacy' and secuity from tracking). If it doesn't go on the card, then the taxpayer doesn't pick up the bill...

I'm sorry this happened to you and unless you have online, verifiable, signed proof they received it AND were covered by the SPP you will lose the money and PayPal will come after you to collect the funds. They still have about $700 they took from me several months even though I was covered by the Expanded SPP and followed all their rules. They won't let me know what is going on to protect the privacy of everyone involved. As a last recourse you need to report this person so other sellers won't be scammed by them. eBay won't let you leave negative feedback or mention this incident in the person's feedback (even positive).
