What I found even stranger when I briefly looked through the list was that not all of the people named were actually skeptical of AGW theory. For example, Inhofe included every member of Bjoern Lomborg's "Copenhagen Consensus," a group which accepted AGW theory, but was against the Kyoto Protocol. There are numerous examples of this throughout the list. I also saw that several names were included more than once.
