Over hundreds of years, some cities grew, while other shrunk to nothing. Still they elected their members to Parliament. Some boroughs were called rotten because almost nobody lived there. The sea coast on one borough eroded so the entire town was under the North Sea, yet the former property owners elected a member to Parliament. There were other boroughs, called pocket boroughs, that had regressed to small towns. Meanwhile Manchester the second largest city in Britain elected nobody to Parliament.
